Do skin care products need to be registered/tested/approved by govenment before going to market?

Yes, some of them have to be registered. They are the dermopharmaceutical products but legislation is different among the US and Europe, I think.


In Europe, the dermopharmaceutical products are sold exclusively in pharmacies.

The main objective of these laws is the safeguarding of public health and this objective has to be attained by means which also take account of economic and technological requirements.


Let me make clear 2 more points.


- What do we mean exactly with the term cosmetic?


Cosmetics are considered in Europe, those included in index I of the European Council directive 76/768 of 27 July 1976 on the approximation of the laws of the member states relating cosmetic products.


- It is necessary to determine at Community level the regulations which must be observed as regards the composition, labelling and packaging of cosmetic products.

Reply:only if it is sold as a drug or medical treatment. but because most of these skin care products are not marketed as a drug or a medical treatment, rather than as cosmetic, meaning they can pack fresh water in a small jar, market it as a whitener, and sold legally.
